Despite the obvious declines in mail volumes since 2001, two (2) glaring statistics bear noting. 1) USPS still processes and delivers vast quantities of both 1st-Class and lesser classes of mail in 2011 than it did in 1975 with FEWER employees. 2) In 2010, USPS productivity rates were increased exponentially over those of nine years earlier, yet with 202,000 FEWER employees! Yet by increasing postage rates the Postal Service still maintains fiscal insovency.
The only answer can be a combination of Congressional interference and gross USPS mismanagement.
